This question is a lead- ing- one in view of the fact that, ow- ing to the high wages and salaries received by women last year, the feminine contingent will represent a considerable part of the roster of taxpayers this period. It may be said at the outset that women are subject to alt of the provisions of the feder- al income tax. A single woman, irrespective of age, whose taxable net income equal- ed or exceeded $1,000 during 1919, is required to file an income tax re- turn. This applies to girls under age, whether living with their parents or not. _A widow, or a married woman who is living apart from her husband is counted a single woman. Some Exceptions Recognized In this connection it should be un- derstood that a wife whose husband is in a sanitarium, or temporarily working in another city, and is separ- ated from him only through necess- ity, is not considered as "living apart" from her husband. Although a husband and wife us- ually file one joint return, including the income of both, separate returns are required if either had a net in- come exceeding $5,000. A married woman who has an income from a separate source is privileged to file a separate return with respect to that income, if she so desires. A wife is also required to file her own re- turn if her husband does not include her income in his schedule. A married woman who lives with her husband is not allowed a pre- scribed exemption. She and her husband have $2,000, plus $200 addi- tional for each dependent, and this exemption may be taken by either or divided between them. $1,000 Exempt from Taxation Although an unmarried woman, a widow, or a married woman who is living apart from her husband, must file an income tax return is her net income for 1919 was $1000 or over, she is entitled to an exemption on the first $1000 of her income if she is the head of a family, as defined in the income tax regulations, she may claim $1,000 additional exemption. Also she may claim further exemp- tion of $200 for each person for whom she is the chief support, if the de- pendent is under 18 years of age, or is mentally or physically incapable of self-support. A public school teacher, or other city or town, county or state em- ploye, is not taxed on her salary or wages, but must file a tax return if her taxable income from other re- sources was sufficient in amount to come within the law's definitions. Refusal to buy at unfair and ex- orbitant prices is urged by them upon every citizen of Illinois. How to determine what are unfair prices, under present conditions, is explain- ed in a little booklet, "Points," which the Woman's Department is mailing free to any inquirer. Fair-minded dealersâ€"who are in the majorityâ€"will welcome the or- ganized co-operation of women in weeding out unscrupulous or unfair competitors. A budget system of family finance is also urged as another way of get- ting at the profiteer. A budget is the apportionment of the family in- come in advance, an equitable share for each branch of expenditure. It is recommended by the Woman's de- partment as not only the best way to get the most enjoyment out of one's income, but as an excellent method of calling the atention of every member of the family to speci- orbitant.
