CZAR-DOM IN AMERICA Compulsory Military Service, law by our Federal Government. Will it come and what will it mean to the fathers and mothers of free America, when the laws of our State are en- forced by courts whose judges are appointed. The Con-Con delegate from this District has seen the opportunity to build up one of the greatest political machines that has ever been put into operation in any country, by creating the District Courts, whose judges, bailiffs,, stenographers, clerks and janitors will owe their jobs to the political party who appoints them. Will this appointive court be com- posed of better and fairer minded men as judges and justices, than the men we have elected to these offices? We can only judge by past ex- periences. This appointive office system was condemned one hundred and thirty years ago when the Con- stitution of the United States was adopted. We will suppose that it is legal under the Federal Constitution to abolish them as elective officers. Let us then figure the cost of the present system to the tax payers. There are in the State of Illinois 3150 justices of the peace, 785 police magistrates and 2365 constables. They are more than self supporting. All taxes have 'been doubled over previous years, now add to them the salaries of these appointive judges five hundred men at ten thousanr per annum, which gives us five millions more in taxes and it is safe to say that the bailiffs, clerks, stenographers and janitors will give, us another five million yearly to raise in taxes. That is not all; the justices of the peace furnish their own offices. Now these appointed district judges will have court houses built for them and furnishings complete and maintained out of the taxes paid by the people. Which means more interest to pay on more bonded .indebtedness to create a fine pie counter for a horde of political pluggers to eat off of. Had this Con-Con been called in 1910 or 1912, I believe the Czar of Russia and the Kaiser of Germany would have broken their respective countries in their endeavor to get some of these Con-Con delegates to draft Constitu* tioris for their imperfect despotic governments. To deprive people of their vote is despotism. Without the right to vote we have no representa- tion and taxation without representa- tion is tyranny. • â€"Leo M. Dean.
