SCHOOLS School tax rate for educational pur- poses increased to two per cent and for building and land purchase pur- poses reduced from one per cent to three-quarter of one per cent. Upon favorable referendum vote, rates may be increased to three per cent for educational purposes and one per cent for building purposes. State Teachers Pension Fund Act amended by providing that teachers entitled to pensions must have taught in public schools but changing time from three years to five months in which teachers who stopped teaching and resumed must repay money paid them out of Pension Fund on their resignation. One year course in Normal School and service as teacher in any state school or institution may be included in twenty-five year ser- vice period.__â- .__ Interest rate of school warrants in- creased from five per cent to six per cent. Educational Commission consisting of Governor and five persons appoint- ed by him to make thorough investi- gation of entire educational system of the state and report to next General Assembly created. President of Com- mission to receive $5,000 and the other members $1,000 each, except Governor one Senator and one Representative, who shall serve without compensa- tion. Appropriation of $25,000 to de- fray_expenses of Commission. OlTTeferendum vote, number ot members of Board of Education in any district having a population be- â€"tween 1.000 and 100,000, may be limit- ed to nine. Date of annual election of school directors in districts having a popula- tion of less than. 1.000 changed from third to second Saturday in April. Election of members of Board of Education shall be held within 30 (now 60) days after vote to establish Township High school. Many of these men, whoseâ€"physical condition seemed of minor import- ance in their eagerness to return, to civil life, did not take into account that what seemed a slight disability might affect their whole life. After two or three years of hard work, the effects of exposure while in service, are now being felt. In. some cases the lungs are affected and tuberculosis is very likely to develop; in other cases there is a marked action of the blood vessels and the heart, or the nervous system. In gas cases the different action is due to the different kYnds$of chemicals in the gas. Then man/are suffering from old wounds and nervous breakdowns, making them unfit for responsible positions held before the war. Claims for compensation are just being filed by many of these men. The Red Cross must help carry this man after he has filed his paper. The money which was contributed to the Red Cross last fall is helping to solve the rent question for these men ami their families and, in many cases, it is paying the entire grpcery bill and providing clothing and medical aid.
