Gov. Rod Blagojevich's draft budget has some controversial features. Some Democratic leaders want a tax swap in which residental and commercial property taxes are reduced as more state money is paid into education and health care, as part of the Governor's plan. Wilmette Chamber of Commerce director Julie Yusim feels small businesses would be unduly burdened by a switch to proposed tax on gross receipts.
