A new bill before the Illinois state House may make it possible that convicted murder, David Biro, might be freed on parole as early as 2011. Biro was tried as an adult at age 16 for the murder of Richard Langert, 30, and his pregnant wife, Nancy, on April 8, 1990. House Bill 1695 if passed would provide offenders like Biro, who were juveniles at the time they received a life sentence, a chance to have the prisoner review board take a second look at their cases.
