- Created in Illinois when the state was rural and transportation difficult, 1,433 townships exist in all but 17 counties in Illinois. Each township is led by elected officials, including a supervisor and four board members. Townships are charged with three duties: road and bridge maintenance along township roads, property assessment and "general assistance" to community residents. Many townships don't provide the mandated services, or take on additional social service projects.
