Of the 21 banks surveyed, approximately 3/4 had non-performing loans lower than 3 percent, considered a good sign. All the banks had capital ratios well above 4 %, allowing them to maintain cushions against loses. Bauer ratings are based on figures that the banks supply to federal regulators every three months on income, capital levels, loans and bad loans.
