- U.S. Rep. Mark Kirk will join the U.S. Senate at the end of the month in the lame-duck session of Congress. The 10th Congressional District will then be without a representative until January 5, when the winners of the Nov. 2 representative races are sworn in. Robert Dold, elected in the 10th district, must wait until January 5 to begin his term.
