- Directors of the American Newspaper Publishers' association adopted at a meeting in New York City yesterday a resolution providing for an appeal to the United States courts to test the constitutionality of a new federal statute which virtually would put newspapers and other periodical publications under government regulation. The new law would become effective October 1.
