A proposal to increase corporate franchise taxes by 500 percent, which was espoused by my opponent, was fortunately defeated by both political parties acting in common interest. Republicans also sponsored and passed a new law authorizing withholding of public aid rental payments to landlords maintaining substandard housing, passed a new law authorizing court-ordered receiverships to repair slum buildings, and sponsored and passed a new law authorizing counties to demolish or enclose dangerous buildings. I sponsored every Senate bill designed to insure honest elections. All of these election law reform bills were killed in the Democratic house. It shall be noted that my opponent, Mr. Kennedy, failed to vote for salary raises for the Illinois State Highway Police and failed to vote at all on improvements in the Illinois Driver Education Program. Specifically, I pledge to you a continuation of the above positive legislative program for Illinois. It needs more management. There are business-proven methods to meet this challenge. In the last session, I proposed a bill creating the division of management information. It was made law and the state now has a computer-age method to compile, analyze, and project hard management facts on Illinois government. It allows department heads, legislators, and the governor to make decisions based on current evaluated figures and information, rather than projections based on outdated data. This is only a first step. We must institute program auditing and performance auditing throughout government to measure and assure we are getting what we're paying for. We also need: · Cosmopolitan co-operaticn: We must co-operate with other suburban and urban elements in our cosmopolitan area to improve each of the vital services such as crime prevention, water and sewers, zoning, roads and streets, recreation, and education. The barriers do not exist at Howard St. · Education: A. To reverse shrinking enrollment at private colleges and universities, I propose an Illinois Student Incentive Program of direct grants to qualified Ilinois students wishing to attend a private college in the state. This will give our state a better balanced and more efficient and full use of our higher education system. B. I propose that a department of educational information and statistics be created under the Illinois Board of Higher Education. It would standardize, evaluate, and help project and control the profile, cost, and direction of our state's higher education. One half billion dollars is too large a sum, and education too important to let grow like "Topsy". · Recreation and safety: A. I propose a commission to be appointed to study the preservation and utilization of Illinois' Lake Michigan shore line. The commission would determine the most effective development and nondevelopment, zoning the shore line against further encroachment. B. I propose a North Shore Recreation and Conservation Committee be formed to advise our elected state officials of the needs and problems in these important areas. C. I propose the legal driving age for two-wheeled, motor-driven vehicles be raised to age 19; that special licenses and special tests be required to operate these vehicles. D. I propose licensing or registering all bicycles in the state. This would curtail theft. We also should create new and better bike facilities for this desirable exercise sport.
