Dr. Beck, who is an authority on social service problems, declared America is responsible if immigrants coming to her shores are not properly worked into the !-Oeial fabric of the nation. Statistics prove, said Dr. Beck, that the so-called foreign element does not predominate among criminals. Many "best families," he asserted, are directly traceable in prison records throughout the country. In recent years we find many of our most dangerow criminals among the educated classes. The foreign boy will make an excellent citizen if only given half a chance to apply his native talent in his adopted country, concluded the speaker. If he is a good farmer, for instance, he should be perm.ittc:d to go into the rural sections and not compelled to eke out an existence in the strange environment of metropolitan life.
