BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF WILMETTE: Section 1: That for the purpose of providing the necessary funds to purchase and acquire land for a site for an incinerator plant, and to purchase, construct, erect and install on said site, when acquired, an incinerator plant with the appurtenances, for the use of the inhabitants of the Village of Wilmette to burn, consume and dispose of garbage, refuse and waste materials for the better protection of the health of the inhabitants of said Village, there shall be borrowed on the credit of the Village, the sum of Fifty thousand ($50,000.00) Dollars, and to evidence such loan there shall be, and there is hereby ordered and directed to be is:o:ued the negotiable coupon bonds of said Village of Wilmette to said amount. Said bonds shall be one hundred (100) in number, numbered from 1 to 100 inclusive, and of the denomination of Five Hundred ($500.00) Dollars each. Said bonds shall bear date of Octoher l~t. A. D. 1928 and submitt~d to and approved by the voters of Raid Village at an election duly called and held for that purpose, and pursuant to and in compliance with the provisions of an Act of the General Assembly of the State of Illinois, entitled "An Act to provide for the incorporation of citiP.s and villages," approved April lOth, 1872, and all acts amendatory thereof and supplemental thereto. And it is hereby certified and recited that all things, acts and conditions required by the laws and constitution of the State of Illinois, to happen and be done and performed precedent to and in the issuance of this bond have happened and been properly done and performed in regular and due form as required by law; and that the total indebtedness of said Village, including this bond does not exceed any constitutional or statutory limitations and that provision has been made for the collection of a direct annual tax in. addition to all other taxes on all of the taxable property in said village sufficient in amount to pay the interest hereon as the same falls due and to discharge the principal hereof at maturity.
