The contention of the Chicago Mo- 'tor club that mental, physical and driving ekaminations as a pre-re- quisite to the issuafice of drivers' licenses was corroborated by Dr. Paul Schroeder, *Illinois. state crimi- nologist, in a rment address before .the 'annual Midwest Safety con-. ference at thé Stevens hotel, Chi-, cago. "The examinations required under çertain drivers', licenseè laws are of littie Value, in dctecting a 'mental w eakness that would make an appli- cant an unsafe person behind a steer- ing wheel," Dr. Schroedjer declared. "I b ave examined men serving, in the penitentiar fo manslaughter byÏ automobile who *would be menaces driving an automobile, yet they could pass, anv of the tests required for a driver,'s license!. The research of psychiatry into the causes of traffic accidents has been inadequate to prescribe a technique for déter*minine-the fitntss of a per- son to operate an automobile,« the, state criniinologist added. In drafting Senate Bill 82, provid- ing for a drivers' license law and now pending before the Illinois Senate Committee on Roads, the Chi- cago Motor club provided for the issuance of a license upon satisfac- tory answers to an application, ex- cept under certain circumstances. The club held, as Dr. Schroeder I f'.rsaiiprd" suspension or revocation of a license ini the event of conviction on various- charges, and a fine or jail sentence, or both, upon conviction for driving after a license has been .suspended or revoked.
